PUBLIC MARKS with tags namespace & tag

For the tags to be interoperable and meaningful across weblogs, one could start using 'http://www.wikipedia.org/wiki/' as the scheme

We are rolling out a new feature called "machine tags" that allows users to be more precise in how they tag, and how they search, their photos.
